Explain, in Organizational Overview and/or at the beginning of each Category's Context (C) section, why you are choosing to answer at length the items you write to, and why this is correct given your level of institutional development in that Category: your institutional goals, plans, and priorities; the challenges and opportunities you face; etc. And when you don't answer an item at length, list it with a brief explanation, such as:
